Where are these PF numbers coming from? Fallout isn't soluble in the air, it's solid dust that "falls out." I suspect they're assuming people are coming and going from the buildings during those two weeks and not practicing the required hygiene (and most people, if they made the poor decision to leave, probably wouldn't.)

As long as the actual shell of the house is intact and you know you can't leave for any reason including emergencies for the next couple weeks I doubt it's as big a deal as they're making it out to be.
