Herding cats got nuttin’ on corralling that many conspiracy theorists.

In 1961, Herman Kahn was quite willing to model population survival under different assumptions of the unfolding of the attacks—from tit for tat (I’ll see your Minsk and raise you Pittsburgh) to an all-in preemptive first strike—and civil defense precautions from kiss-your-ass-goodbye duck and cover drills to robust measures. Something along the lines of better to fight a war being prepared to lose 25 million than being unprepared to lose 100. Mao, of course, pretended to be bland about such numbers.
